We are looking for an experienced and operationally-driven Policy Dialogue Expert to support the implementation of an EU-funded technical assistance project in Angola. This is a hands-on role focused on project execution, stakeholder coordination, and policy dialogue support, working closely with Angolan public institutions and EU partners. Responsibilities include managing the funds allocation mechanism under the EU-Angola Dialogue Facility, procuring and managing services to implement policy dialogue projects, supporting day-to-day implementation, coordinating with Angolan government counterparts and EU institutions, and preparing reports, presentations, and operational documentation. Candidates should have a Master's degree in Economics, Political Science, International Relations, Management, or related field (or a university degree with at least 12 years of relevant experience), 10+ years in project management, economic/social development, or public policy, proven experience managing EU-funded projects, experience with public procurement procedures, strong knowledge of Angolan government institutions and policy landscape, work experience in Angola highly valued, and familiarity with EU external cooperation and sectorial policies. Fluency in Portuguese and English is mandatory. The role requires an operationally sharp professional skilled at building relationships with public institutions and comfortable working under pressure and tight deadlines.
