Role & Company / Project Overview: We are establishing a new Security & Guarding company and seeking a highly experienced HR Manager to build, lead, and develop the entire HR function from the ground up in New Cairo, Egypt. This is a founding leadership role for a hands-on HR professional who knows the Security & Guarding industry and can build the function rather than simply manage existing processes. Key Responsibilities & Daily Duties: • The Mission: Build a complete HR function capable of supporting large-scale security operations, attracting high-caliber professionals, mobilizing manpower efficiently, and establishing scalable HR systems from day one. • Talent Acquisition & Headhunting: Source, attract, assess, and secure qualified candidates, including senior operational and commercial leadership. • High-Volume Recruitment & Manpower Mobilization: Recruit and deploy large numbers of security personnel within tight timelines. • HR Setup & Organizational Development: Establish HR departments, policies, procedures, systems, and organizational structures from scratch. • Manpower Planning & Budgeting: Workforce forecasting, deployment planning, and HR cost control. • Compensation & Performance Management: Design and manage salary structures, grading, job evaluation, KPIs, promotions, and career paths. • Payroll, Personnel & Employee Relations: Deliver operational expertise across payroll administration, personnel files, and the complete employee lifecycle management. • Labor Law & Government Relations: Ensure strict compliance with Egyptian Labor Law, manage social and medical insurance, interface with labor offices, and oversee regulatory compliance. Required Qualifications, Skills & Experience: • Direct HR experience within the Security & Guarding industry is strictly mandatory (candidates without proven experience in this specific sector will not be considered). • 8+ years of HR experience with a strong and proven track record in Security & Guarding. • Demonstrated success in high-volume manpower mobilization under tight timelines. • Solid knowledge of Egyptian Labor Law, social and medical insurance regulations, and labor office protocols. • Strong leadership, analytical, negotiation, and decision-making skills.
