### Role & Company / Project Overview China Harbour Engineering Company (CHEC) is hiring an HSE Director (1 vacancy) for a major infrastructure construction project based in Dubai, UAE. The opening is open to Chinese nationals and expatriates who possess proficient Chinese language skills to lead health, safety, and environmental initiatives. ### Key Responsibilities & Daily Duties - Lead overall project HSE management and ensure rigorous compliance with UAE regulations, client requirements, and company standards. - Develop and implement comprehensive project HSE policies, plans, procedures, and risk control measures. - Lead and manage the project HSE team while overseeing overall safety performance across operations. - Supervise regular HSE inspections, formal audits, risk assessments, and corrective actions. - Oversee Permit to Work (PTW), Job Safety Analysis (JSA), Risk Assessments, Method Statements, and Non-Conformance Report (NCR) management. - Manage high-risk activities, including lifting operations, working at height, scaffolding, excavation, and confined space entry. - Direct incident investigations and ensure implementation of effective corrective and preventive actions. - Monitor and manage subcontractor HSE performance, safety training programs, and emergency response drills. - Coordinate directly with clients, consultants, subcontractors, and project management teams on all HSE matters. ### Required Qualifications, Skills & Experience - Education: Bachelor’s degree or above in Safety Engineering, Civil Engineering, or a related discipline. - Experience: Minimum 8 years of HSE management experience in construction, infrastructure, civil engineering, or EPC projects. - Regional Background: UAE or Middle East project experience is highly preferred. - Leadership: Proven experience leading HSE teams and supervising project-wide safety operations. - Language Proficiency: Fluent in English with strong professional communication skills; expatriate candidates must possess good spoken and listening skills in Chinese. - Certifications: NEBOSH IGC or equivalent HSE qualification required; NEBOSH Diploma and ISO 45001/14001 Lead Auditor qualifications are preferred. - Regulatory Knowledge: In-depth understanding of UAE HSE regulations and construction safety standards. ### Working Hours, Shifts & Location Details - Work Location: Dubai, United Arab Emirates. - Project Type: Major Infrastructure Construction site. ### Compensation & Benefits - Salary: Open, based on experience and qualifications. ### Application Instructions - Qualified candidates and referrals are welcome to submit their updated CV with the subject line 'Application for HSE Director – Dubai'.
